  Foreign Language Assistance Program -- Local Educational Agencies

Purpose of Program: The Foreign Language Assistance Program (FLAP)
provides grants to local educational agencies (LEAs) for innovative
model programs providing for the establishment, improvement, or
expansion of foreign language study for elementary and secondary
school students.  Under this competition, as required by the fiscal
year 2008 Appropriations Act, 5-year grants will be awarded to LEAs
to work in partnership with one or more institutions of higher
education (IHEs) to establish or expand articulated programs of
study in languages critical to United States national security in
order to enable successful students to achieve a superior level of
proficiency in those languages as they advance from elementary
school through high school and college.  In addition, an LEA that
receives a grant under this program must use the funds to support
programs that show the promise of being continued beyond the grant
period and demonstrate approaches that can be disseminated to and
duplicated in other LEAs.  Projects supported under this program
may also include a professional development component.
    Applications Available: March 27, 2008.
    Deadline for Notice of Intent to Apply: April 11, 2008.
    Deadline for Transmittal of Applications: April 30, 2008.
    Eligible Applicants: LEAs, including charter schools that are
considered LEAs under State law, in partnership with one or more
institutions of higher education.
    Estimated Available Funds: $2,360,000.
    Estimated Range of Awards: $100,000-$300,000.
    Estimated Average Size of Awards: $200,000.
    Estimated Number of Awards: 12.

  Projects With Industry (PWI) Program (Federal Register: March 28,
  2008 [CFDA# 84.234S])

Purpose of Program: The PWI program creates and expands job and
career opportunities for individuals with disabilities in the
competitive labor market by engaging the talent and leadership of
private industry as partners in the rehabilitation process.
Projects identify competitive job and career opportunities and the
skills needed to perform those jobs, create practical settings for
job readiness and training programs, and provide training, job
placements, and career advancement services.
    Applications Available: March 28, 2008.
    Deadline for Transmittal of Applications: May 27, 2008.
    Eligible Applicants: Employers, nonprofit agencies or
organizations, designated State units, labor unions, community
rehabilitation program providers, trade associations, Indian
tribes, tribal organizations, and other agencies or organizations,
including faith-based and community organizations, with the
capacity to create and expand job and career opportunities for
individuals with disabilities.
    Estimated Available Funds: $18,900,000.
    Estimated Range of Awards: $250,000-$350,000.
    Estimated Average Size of Awards: $300,000.
    Estimated Number of Awards: 63.

  Models of Exemplary, Effective, and Promising Alcohol or Other
  Drug Abuse Prevention Programs on College Campuses (Federal
  Register: April 1, 2008 [CFDA# 84.184N])

Purpose of Program: The goals of this program are to identify and
disseminate information about exemplary and effective alcohol or
other drug abuse prevention programs implemented on college
campuses.  Through this grant program, the U.S. Department of
Education (ED) also will recognize colleges and universities whose
programs, while not yet exemplary or effective, show evidence that
they are promising.
    Applications Available: April 4, 2008.
    Deadline for Transmittal of Applications: May 19, 2008.
    Eligible Applicants: IHEs that offer an associate or
baccalaureate degree.
    Estimated Available Funds: $715,000.
    Estimated Range of Awards: $125,000-$175,000.
    Estimated Average Size of Awards: $143,000.
    Estimated Number of Awards: 5.
