The whole notion of the web is based on distributed information, freely
available.   If somebody wants to protect/control internal information, or
information they think they can sell or otherwise control, they don't make
it publicly available. 

The Fedeal government's protocol is that they do not request permssion to
link. They do provide a disclaimer that the user is leaving the federal
government site and the feds have no responsibility for other sites'
content. At DC.gov, we had a similar disclaimer.

The general web protocol is that permission to link is not necessary. It's
only necessary if you are taking content.
